Сначала карта не сработала, но специалист поддержки очень вежливо помог, благодаря чему оплата новой картой прошла успешно, и мне удалось сменить страну аккаунта на нужную.

Не получилось сменить регион, но продавец вернул средства. В итоге сменил регион через карту другого продавца. У этого свободно можете брать и пытаться сменить регион, может вам повезет.
